The disabled person shall be subject to all local ordinances and state statutes governing the parking of vehicles on the street where the reserved space has been designated, and shall be subject to the provisions of KRS 189.456 and 186.042.

When the signs provided herein are authorized and placed, it shall be unlawful for any vehicle, other than a vehicle which is officially identified by license plate or other official identification or distinguishing insignia as a vehicle driven by a disabled person, as defined by KRS 189.456, to stop, stand or park within such a reserved parking space.

(A) The violation of any ordinance relating to non-moving traffic violations by means of a motor vehicle shall be prima facie evidence that the violation was committed by or with the authority or permission of the owner of the vehicle. Each such violation shall constitute a separate offense by the owner.
(B) For the purpose of this section, proof of the registration of any vehicle in the name of any person shall be prima-facie evidence of ownership of the vehicle by the person in whose name it is registered.

(C) Any person who violates any provision of § 74.083 of this chapter shall be subject to a fine of $30 per violation, except for parking in a handicap zone or having an expired license plate, which carries a $50 fine. If a fine is not paid within 14 days of the issuance of a citation, the fine doubles.
