Except as otherwise provided in this chapter, every vehicle stopped or parked upon a roadway where there are adjacent curbs shall be so stopped or parked with the right-hand wheels of the vehicle parallel to and within 12 inches of the right-hand curb, or when so stopped or parked on the left-hand side of a one-way street, the left-hand wheels of such vehicle shall be parallel to and within 12 inches of the left- hand curb.
