(A)   The city may designate resident-only parking zones within the city and the city shall adopt regulations concerning designated resident-only parking zones. A list of all resident-only zones shall be maintained by the Director of Public Works, or his or her designee, and be made available to the public upon request. Specific information regarding resident-only parking zones may be included as part of the city’s parking manual and guidelines.
   (B)   Upon creation of a resident-only parking zone, the Director of Public Works, or his or her designee, is authorized to erect or place signs giving notice that a resident-only parking permit area has been established. No person shall park a vehicle in any such space so designated by appropriate signage during the time period specified on such signs, unless the vehicle displays a parking permit authorized by this section.
   (C)   Eligible residents must fill out the appropriate city application form in order to receive a resident parking permit.
   (D)   No persons shall represent in any fashion that a vehicle is entitled to a resident parking permit when not so entitled. The display of a resident parking permit on a vehicle not entitled to such a resident parking permit shall constitute such a representation.
   (E)   No person shall duplicate or attempt to duplicate, by any means, a resident parking permit. The display of such duplicate resident parking permit on a vehicle shall constitute such duplication.
   (F)   The city will issue resident parking permits to owners or operators of motor vehicles who reside at a residential address located within a resident-only parking zone and which have obtained a proper state registration or which meet any applicable exemptions to state motor vehicle registration requirements under applicable state laws and regulations.
   (G)   Resident parking permits issued for the areas defined in division (F) above shall be valid only for that residential area.
   (H)   To be properly displayed, a valid resident parking permit shall visibly displayed in a window of the vehicle in a manner which allows a passerby to readily ascertain the vehicle has a resident parking permit.
   (I)   Resident parking permits shall be valid until publication of a public notice or notice otherwise by the city. No person shall fail to surrender a resident parking permit upon proper notice from the city.
   (J)   There shall be a fee in the amount of $25 for a resident parking permit and each unit which falls within a resident-only permit zone may purchase two residential parking permits, unless specified otherwise herein.
   (K)   One visitor pass will be provided with each residential parking permit. Each visitor pass will be a hang-tag style and must be hung from the rear-view mirror of the vehicle in which it is displayed while such vehicle is parked in a designed resident-only parking zone. There will be a $25 charge for replacement of lost or stolen visitor passes.
   (L)   The Director of Public Works or his or her designee is hereby authorized and directed to install appropriate signs and/or curb or street markings to properly carry the provisions of this section into effect.
   (M)   The Chief of Police or any citation officer designated by the city is hereby authorized and directed to properly enforce the provisions of this section.
