§ 154.116 IMPROVEMENTS.
   Utility and street improvements shall be provided in each new subdivision as follows, except that improvements are not required in existing public streets which may be incorporated into, or be adjacent to, the subdivision:
   (A)   Survey monumentation;
   (B)   Water supply;
   (C)   Sewage disposal;
   (D)   Storm sewers;
   (E)   Street, including required grading, subgrade, base and paving;
   (F)   Subdrains where necessary;
   (G)   Curbing of streets;
   (H)   Sidewalks, except single-family lot frontages which are 80 feet or more in width at building line;
   (I)   Required utilities, street name signs and required grading; and
   (J)   Erosion control.

CONSTRUCTION REQUIREMENTS
§ 154.130 GENERAL.
   The construction of improvements shall be in accord with the requirements of this section. It is the intent of these regulations, however, that these construction requirements shall be for the purpose of establishing a standard of quality and durability. Deviations may be made, if such standards of quality and durability are maintained, but only with the written approval of the Commission.

§ 154.131 MONUMENTS.
   (A)   Survey monuments and markers shall be placed at all points as determined by the city. Size, length, material and design of monuments shall be in accordance with the standards established by the city.
   (B)   General city requirements or standards shall meet the following criteria:
      (1)   Monuments shall be of concrete with a 3/8-inch metal dowel in the center at the top. Monument size shall be no less than 6 x 6 x 18 inches.
      (2)   Markers shall be ferrous metal pipe or rods, 1/2-inch minimum diameter by 24 inches minimum length, or may be standard manufactured steel survey markers of a similar length.
      (3)   Monuments and markers shall be placed so that the center point shall coincide with the intersection of lines to be marked.
      (4)   Monuments shall be placed so that they protrude approximately two inches above grade in areas which are not paved, at grade if in a paved area not subject to vehicle traffic, and four to eight inches below grade if in a paved area subject to vehicle traffic. Monuments set in areas subject to traffic shall be protected with a city-approved cast iron frame and access cover of adequate design for truck traffic.
      (5)   Markers shall be driven into the ground so as to be approximately flush with the final grade.
      (6)   Monuments shall be set at the major intersection of all lines forming angles in the boundary of the subdivision, for major subdivisions and at the intersection of all street lines.
      (7)   Markers shall be set at all lot angles and corners, and at the beginning and end of all curves in lot and street lines. Curves for corner radii at intersections need not be marked if the intersection is monumented.

§ 154.132 WATER SUPPLY.
   (A)   The developer shall construct, or engage the Water Department to construct, a system of water mains and connect with the water supply systems. Water lines shall be so located and of such size as approved by the city or city municipal authority and subject to the provisions of the water rate and regulation ordinance.
   (B)   All public water systems shall be laid wherever possible in the planting strip or street shoulder on the south and east sides of the street and constructed in accordance with the standards of the current city ordinances and regulations governing water main installation, and the requirements of the State Department of Environmental Resources and County Health Department.
   (C)   All phases of construction, including lines, excavation, trench, type of pipe, backfill, hydrants, tees and valves shall be in accordance with approved construction drawings if constructed by the developer, and shall meet State Department of Environmental Resources Standards and be inspected by the city, its engineer, or its authorized representative, during the construction period.
   (D)   Street mains shall be no less than six inches diameter, and shall have valves located at all street intersections, except that mains four inches or less in size may be approved by the city subject to provisions of water rate and regulation ordinance for cul-de-sacs and other dead end or otherwise non-extendable areas.
   (E)   Where water mains are extended through or along adjacent property in other ownership, the costs of construction may be proportionately shared by abutting properties upon connecting to the water lines, provided that all such agreements are in accordance with current city ordinances and regulations, and are approved in writing by the city.
   (F)   Fire hydrants shall be provided where required and shall be located no more than 1,200 feet apart; and within 600 feet but no closer than 35 feet, from any structure unless otherwise approved by the city. Where the system is not adequate to supply fire service, the mains shall be sized, and tees with valves shall be provided, in such manner that fire hydrants can be added in the future in accordance with the above requirements, when improved service becomes available.
