An application for a conditional zoning certificate for any land or structure use permitted under this Zoning Code shall be submitted in accordance with the following procedures.
(a) An application for a conditional zoning certificate shall be submitted to the Planning Commission on a special form for that purpose provided by the Zoning Inspector. Each application shall be accompanied by the fee specified in § 1262.05. In addition, the Commission, where appropriate, may refer an application to qualified consultants for study and report if it deems the same necessary. The cost of such study and report shall be borne by the applicant and the report shall be completed as soon as is practical.
(b) An applicant for a conditional zoning certificate shall supply the following information:
(1) The form supplied by the Zoning Inspector and completed by the applicant;
(2) The site plan, plot plan or development plan of the entire property being considered, drawn to a reasonable scale and showing the location of all abutting streets, the location and dimensions of all existing and proposed structures, the types of buildings and their uses, the acreage or area involved, including that for parking, and any proposed planting and landscaping;
(3) Complete architectural, engineering and constructional plans and specifications for all proposed development and construction, including parking and loading areas; and

The Planning Commission shall review a proposed development, as presented on the submitted plans and specifications therefor, in terms of the standards established in this Zoning Code. Such review shall be completed and made public within 90 days of the regular monthly meeting of the Commission following the submission of such application. In cases where the Commission requests a report from a consultant, such time may be extended by mutual consent.
