The Planning Commission shall hold a public hearing or hearings upon every application for a conditional zoning certificate after at least one publication in a newspaper of general circulation in the municipality at least ten days prior to the date of the hearing. Such notice shall indicate the place, time and subject of the hearing. The Commission shall send a written notice of the hearing to the owner of property within the concerned area, by certified mail.
