§ 1270.01 PURPOSES; DENSITY.
   (a)   The purpose of R-1 Districts is to accommodate residential development in areas which cannot be reasonably serviced by central water and/or sanitary sewer facilities and where the underground water supply or the soil conditions for septic tanks are inadequate to accommodate a higher density.
   (b)   The density for development of areas without sewers and/or water facilities is one through five acres per unit.
   (c)   It is also the purpose of R-1 Districts to provide for single-family residences at a density of two to four dwelling units per net acre in areas that are or may reasonably be expected to be provided with central sewer and water facilities. The stipulated densities are intended to provide for areas of suburban character in the community and to prevent excessive demands on sewerage and water systems, streets, schools and other community facilities.

§ 1270.02 USES.
   Within an R-1 District, no building, structure or premises shall be used, arranged to be used or designed to be used, except for one or more of the following uses.
   (a)   Permitted uses.
      (1)   Single-family dwellings;
      (2)   Accessory buildings incidental to the principal use which do not include any activity conducted as a business; and
      (3)   Signs, as regulated by Chapter 1294.
   (b)   Conditionally permitted uses. The Planning Commission may issue conditional zoning certificates for uses listed in this division, subject to the general requirements of Chapter 1266 and the following specific requirements.
      (1)   Cemeteries are subject to §§ 1266.10(a)(3), (a)(5) and (e).
      (2)   Governmentally owned and/or operated buildings and facilities are subject to §§ 1266.10 (a)(3), (a)(12) and (b).
      (3)   Commercial recreation areas, including swimming facilities, golf courses, tennis clubs, riding academies, picnic grounds and similar recreational uses, but excluding drive-in theaters, miniature golf courses, golf driving ranges and pistol ranges or other ranges for the use of firearms, are subject to §§ 1266.10(a)(3), (a)(5), (a)(12), (b), (d)(2), (d)(3) and (d)(5).
      (4)   Public utility structures and rights-of-way are subject to § 1266.10(b)(6).
      (5)   Institutions for human care, such as hospitals, clinics, nursing homes and the like, are subject to §§ 1266.10(a)(2), (a)(12) and (b).
      (6)   Planned unit developments are subject to § 1266.10(h).
      (7)   Churches are subject to §§ 1266.10(a)(5), (a)(12) and (b)(4) through (b)(6).
      (8)   Quasi-public recreational and/or instructional uses or fraternal or community service uses are subject to §§ 1266.10(a)(3), (a)(7), (a)(8), (a)(11), (a)(12) and (b).
      (9)   Home occupations are subject to § 1266.10(c).
      (10)   Professional offices which are defined as offices of a lawyer, an architect, a surveyor, an engineer, a planner, a real estate agent, investment counsellor, or a chartered accountant.
