TITLE FOUR:  SUBDIVISION REGULATIONS
   SUMMARY OF PROCEDURES
   (a)   These Subdivision regulations were prepared by the Planning Commission and recommended to Council. After a public hearing was held, they were adopted.
   (b)   After the adoption of these subdivision regulations (Ordinance 74-O-129, passed September 17, 1974), subdivisions shall be reviewed and approved by the Planning Commission in accordance with such regulations and any amendments thereto.
   (c)   The developer, before subdividing, shall obtain information on, or a copy of, these subdivision regulations and other applicable codes in effect.
   (d)   For a minor subdivision, the developer shall prepare a sketch plan and submit it to the Commission. After review, the Commission may give final approval and the subdivision may be recorded and the lots created may be sold.
   (e)   For a major subdivision, the developer shall prepare a preliminary plan in accordance with Chapter 1248, submit it to the Commission and apply for approval thereof. After review, the Commission may approve, conditionally approve or disapprove the preliminary plan.
   (f)   The developer, having received approval of a preliminary plan of a major subdivision, shall prepare drawings and specifications for improvements in accordance with Chapter 1250. The developer may then:
      (1)   Apply for approval of the drawings and specifications for improvements and, after such approval, construct the improvements and then apply for approval of the final plat for recording; or
      (2)   Apply for approval of the plans and specifications for improvements and of the final plat concurrently and furnish performance guarantees for the subsequent construction of the improvements.
   The Commission may approve the drawings and specifications for improvements. However, the Commission may approve the final plat only after the improvements are installed or performance guarantees are furnished.
   (g)   After approval, the final plat of the subdivision may be recorded by the developer and he or she may sell the lots.
   (h)   The developer shall offer for dedication the streets or other public areas and Council may accept the same.
