The City Record shall contain such matter as is specifically required by the Charter to be published therein and such information of a descriptive or expository character concerning the official business and Municipal activities of the City and other cities and governmental bodies as may be deemed useful and appropriate by Council. The City Record shall be received in judicial proceedings as prima facie evidence of the truth of the contents thereof.
The size and typography of the City Record shall be determined by the Clerk of Council with the approval of Council, who shall aim to keep each issue uniform in size and general design with preceding issues and shall not change the same except for good and sufficient reason and with the approval of Council. The Clerk shall have authority to determine the number of copies of the City Record to be printed and distributed, provided that the number shall not at any time exceed five thousand (5,000) copies unless specifically authorized by Council.
