The provisions of Sections 604.01 to 604.06 are severable, and if any phrase, clause, sentence, or provision is declared to be invalid or is preempted by federal or state law or regulation, the validity of the remaining provisions of this chapter shall not be affected thereby. If any provision of these Sections are declared inapplicable in any specific way, the remaining provisions shall nonetheless continue to apply and be in full force and effect.
