Every person depositing property on the docks and wharves of the City shall pay the dock charges on demand to the Harbor Master, and in depositing or removing property shall obey his or her orders both as to the manner and time. The Harbor Master shall collect such charges and pay the same into the City Treasury, and also make complaint of any violations of this chapter to the criminal branch of the Municipal Court.
