The Director of Port Control may promulgate rules and regulations defining the duties and responsibilities of the managers of the harbor and for the maintenance of the harbor, including specifications for the design, material, engineering and construction of retaining works under Section 573.05. Such rules and regulations shall become effective ten (10) days after publication in the City Record and shall be enforced as ordinances of the City.
