§ 3139.07 Permitted Quantity of Refrigerant, Maintenance and Periodic Inspections
   (a)   Whenever a refrigerating system is installed, and whenever the quantity of refrigerant contained in a refrigerating system is increased, the quantity of refrigerant to be used in the system shall be noted upon the Certificate of Operation or the Certificate of Inspection, and thereafter such system shall not at any time contain refrigerant in excess of such quantity except by written authority from the Commissioner.
   (b)   Whenever the quantity of refrigerant in a refrigerating system installed prior to June 27, 1949, is established by a certified statement from the manufacturer or by a certified statement from a registered installer of refrigerating systems, and such certified statement is accepted by the Commissioner, such quantity of refrigerant shall be noted upon the Certificate of Operation or Certificate of Inspection, and thereafter such system shall not at any time contain refrigerant in excess of such quantity except by written authority from the Commissioner.
   (c)   All refrigerating systems shall be maintained in safe operating condition. Whenever a system is found to be in unsafe condition, the Commissioner may require the removal of the refrigerant from the system.
   (d)   Every refrigerating system for which a Certificate of Operation is required by OBBC and this Building Code shall be inspected by the Commissioner at least once every year. If such a system is found to be in safe operating condition, the Commissioner shall certify thereto by means of an endorsement upon the Certificate of Operation. Such endorsement shall include the date of the inspection and the signature of the inspector.
   (e)   Whenever upon inspection the Commissioner determines that a refrigerating system is defective and a hazard to life or property, the Commissioner shall require such changes or alterations as he or she deems necessary to eliminate such hazard. When required changes or alterations are not made within the time period specified in the order therefor, the Commissioner may revoke the Certificate of Operation or the certificate of inspection under which such system is operated.
