It shall be unlawful for anyone to harbor, keep, or maintain, or permit to be kept or harbored upon his premises or upon premises under his control within the corporate limits of the city any fowl or animals which, by the emitting of frequent sounds, cause serious disturbance of the peace and quiet of one or more persons of ordinary sensibilities inhabiting two or more residences in the city.
