It shall be unlawful for anyone to maintain upon his premises, or to permit the maintenance thereon or upon premises under his control within the corporate limits of the city of any building, pen, coop, hutch, or enclosure where fowl or animals are kept, which building, pen, coop, hutch, or enclosure shall emit or be permitted to emit foul, unpleasant, or noisome odors to the serious annoyance of the neighborhood.
