§ 90.04 BARKING, HOWLING, AND YELPING DOGS.
   It shall be unlawful for anyone to harbor, keep, or permit to be kept upon his premises or upon premises under his control within the corporate limits of the city any dog or animal which, by loud and frequent or habitual barking, howling, or yelping in the day or night season shall cause serious annoyance or disturbance to one or more persons of ordinary sensibilities, inhabiting two or more residences in the city.
