(A) No person shall allow a dog under his control to be upon public property or upon the property of another, absent the consent of the owner or occupant of the property, without some device for the removal and containment of any excrement deposited by the dog under his control on public or private property.
(B) This section shall not apply to guide dogs under the control of a blind person.
