VILLAGE ADMINISTRATOR
The office of Village Administrator is abolished. Whenever a duty is committed to the Village Administrator by this code, that duty is now to be performed by the Director of Public Works, the Director of Utilities and Administration, or the Chief Fiscal Officer, as appropriate, as set forth in §§ 31.53 through 31.55 of this Code.

Editor’s note:
With the abolition of the office of Village Administrator and the establishment of the office of Village Manager, all references within this code to the Village Administrator shall be interpreted as referring to the Village Manager.
OTHER OFFICIALS
There is hereby created the office of Treasurer. Commencing May 1, 2001, the term of office of the Treasurer shall be four years, or until a successor is appointed and has qualified. The Treasurer shall be appointed by the Village President with the consent of the Village Board. The Treasurer shall have the duties prescribed in the Illinois Municipal Code, including but not limited to those duties prescribed in 65 ILCS 5/3.1-35-40 - 3.1-35-85. The salary of the Treasurer shall be not less than $500 per month. The Treasurer may be the same person as the Chief Fiscal Officer of the village.

There is hereby established the position of Accounting Clerk, who shall be a full-time employee of the village. The Accounting Clerk shall have the duties set forth in Appendix A attached to Ord. 98-18, passed 3-10-98, together with such other duties as are assigned by the Village Administrator.

(A) There is hereby created the office of Economic Development Coordinator and TIF District Administrator. The TIF District Administrator shall be appointed by the Village President with the advice and consent of the Village Board and shall serve a two-year term, or until his or her successor is appointed. The Administrator shall be an officer of the village and shall have all the qualifications for office established by the Illinois Municipal Code, and shall be a resident of the village.
(B) The TIF District Administrator shall have the following duties with respect to the Village Tax Increment Financing ("TIF") and economic development programs:
(1) Advise and assist the corporate authorities in the coordination of economic development programs, policies and activities;
(2) Serve as the primary liaison between the Village Board and the Tax Increment and Economic Development Advisory Committee;
(3) Provide staff assistance to the Tax Increment and Economic Development Advisory Committee;
(4) Provide assistance to parties interested in utilizing TIF funding to develop or improve commercial property withing the TIF District;
(5) Assist in the negotiation of TIF agreements on behalf of the village;
(6) Monitor the implementation of TIF projects and agreements;
(7) Prepare the annual budget of the TIF Special Allocation Fund;
(8) Prepare the annual report of the TIF District as required by statute;
(9) Provide advice as needed to the corporate authorities on related financial matters, including but not limited to property tax levies, bonded indebtedness, utility rates, investment of funds, and budgeting.
(C) The TIF District Administrator's salary shall be paid from the several funds of the village which are benefitted by the Administrator's work, as determined from time to time by the corporate authorities of the village.

(A) There is hereby created the office of the Chief Fiscal Officer. Commencing May 1, 2001, the term of office of the Chief Fiscal Officer shall be four years, or until a successor is appointed and has qualified. The Chief Fiscal Officer shall be appointed by the Village President with the consent of the Village Board. The Chief Fiscal Officer shall exercise general supervision over all day-to-day financial operations of the village, and if the Chief Fiscal Officer is not the same person as the Treasurer, the Chief Fiscal Officer shall assist the Treasurer in all of the Treasurer’s duties. The Chief Fiscal Officer’s specific duties include be are not limited to the following specific following duties:
(1) Weekly: Review budget status reports and give to Accounting Technician to distribute to Department Heads.
(2) Bi-weekly:
(a) Review time cards and payroll checks generated by staff, sign payroll checks.
(b) Prepare necessary transfers for bi-weekly payroll.
(3) Semi-monthly: Prepare listing of warrants to be paid for Board approval.
(4) Monthly:
(a) Supervise and assist in the completion of bank reconciliations.
(b) Prepare utility tax returns, sanitary usage reports and IMRF reports.
(c) Review and track investment activity.
(d) Prepare various month-end adjustments.
(e) Transfer funds in accordance with bond ordinances.
(5) Quarterly:
(a) Prepare payroll tax returns.
(b) Prepare reports required in accordance with Federal COPS Grant.
(c) Prepare quarterly reports for Police Pension Fund.
(6) Annual:
(a) Assist the preparation of the budget. Coordinate budget requests of various Department Heads to arrive at Department level budget.
(b) Prepare the annual estimate of revenues as required by 35 ILCS 200/18-50 of the Property Tax Code.
(c) Assist in preparation of appropriation and tax levy ordinances.
(d) Assist office personnel in preparation of W-2's, reconcile W-2's to payroll returns and complete W-3.
(e) Prepare 1099's.
(f) Review fiscal year end account balances and make appropriate adjustments.
(g) Prepare various audit schedules and assist auditors as needed.
(h) Assist in the preparation of the annual appropriation transfer ordinance.
(7) Other:
(a) Maintain fixed asset records.
(b) Prepare schedules and reports as requested by the corporate authorities and department heads.
(c) Review supporting documentation for all checks to be disbursed from village accounts.
(d) Review all checks prior to signature by the Village President and Treasurer, and maintain check register.
(B) The salary of the Chief Fiscal Office shall be not less than $29,000 per annum. If the Chief Fiscal Officer is the same person as the Treasurer, the salary of the Chief Fiscal Officer shall be paid in addition to the Treasurer’s salary.
