INTAKE: The place where the water supply for the City is taken from the reservoir.
LAKE PATROL OFFICER: Any persons authorized by the Canton City Council to primarily enforce the rules and regulations related to the use and enjoyment of City lakes and campgrounds.
RESERVOIR, LAKE, LAKE CANTON OR CANTON LAKE: The artificial lake and water impounded therein by means of the water supply dam heretofore constructed by the City of Canton in Canton and Orion Townships, Fulton County, Illinois. (Ord. 2025, 1-4-2011)
(A) The Canton City Council hereby establishes that all persons operating boats or watercraft on Lake Canton shall first pay fees and obtain licenses as follows:

All of the foregoing licenses are annual licenses running from April 1 through March 31 of the calendar year, excepting only the daily licenses as above set forth. The daily license rates apply equally to city residents and nonresidents. The daily license is valid for not more than twenty-four (24) consecutive hours from the time of its issuance.
(B) Limitations On Licenses:
1. No license shall be issued for any boat or watercraft temporarily or permanently equipped with multiple engines, inboard/outboard (sterndrive) engines, or V-drive engines/propulsion systems.
2. No license shall be issued for any boat or watercraft equipped with sleeping facilities.
3. All licenses shall be obtained by making application with the cashier of the Water and Sewer Department at the City Building, 2 North Main Street, Canton, Illinois, or by making application with others authorized by the city council and each person applying for a license, as aforesaid, shall present evidence to show that the boat or craft is properly registered with the state, if required.
4. All owners and operators of boats and watercraft operated on Lake Canton shall carry liability and property damage insurance on each such boat or craft.
5. For purposes of this section, “city resident” is defined as all persons whose principal residence is within the corporate limits of the city; or, who own lake lot leases and who are current on lease payments and who are otherwise in full compliance with their lease provisions. The address as set forth on the applicant's driver's license shall be prima facie proof of residence.
6. Citizens of the age of sixty-five (65) or over will receive a twenty five percent (25%) discount of the boat license fees set forth in Section (A).
7. Bass clubs will receive a fifty percent (50%) discount of the daily rate license fees, set forth in Section (A), for the duration of the bass tournaments. (Ord. 2025, 1-4-2011; amd. Ord. 4191, 4-21-2020)
(A) The committee on lake, buildings and grounds shall see that the public buildings, when necessary, are properly insured, maintained in a proper state and condition of repair and shall report to the city council such improvements as they may deem necessary.
(B) The committee on lake, buildings and grounds shall have jurisdiction of all recreational and development activities on Lake Canton and the land owned by the city surrounding said lake. Said committee shall have the right to make reasonable rules and regulations regarding such activities which shall have the same effect as ordinances duly enacted by the city council. (A) Office Created: There is hereby created the office of guardian of Lake Canton who shall be appointed by the mayor by and with the advice and consent of the council. Before entering upon the duties of his office, he shall take the oath prescribed by law for city officers and execute a bond to the city in the penal sum of one thousand dollars ($1,000.00) with such sureties as the council shall approve for the faithful performance of the duties of his office.
(B) Salary: The guardian of Lake Canton shall receive a monthly salary of two hundred dollars ($200.00) for each of the months of April through September (inclusively) for each year.
(C) Duties: The guardian of Lake Canton shall patrol Lake Canton to see that the provisions of this code and the rules and regulations pertaining to Lake Canton are observed and perform such other duties as the lake development committee or the council may require. (Ord. 2025, 1-4-2011)
The following rules and regulations governing boating on Lake Canton be, and the same are hereby adopted by the city council, and said rules and regulations shall have the same force and effect as ordinances validly enacted:
(A) Rules And Regulations Governing Boating On Lake Canton:
1. All boats or watercraft shall be licensed as required by the provisions of this code now in force or hereafter enacted.
2. Except for persons leasing lots on Lake Canton all boats or watercraft shall be loaded and unloaded from the ramp or dock provided by the city at the entrance of the lake. Loading and unloading at other places around the lake are prohibited.
3. No boat or watercraft shall operate at a speed in excess of thirty (30) miles an hour.
4. No boat or watercraft shall operate in an unsafe or careless manner.
5. Boats and watercraft shall operate around the lake in a counterclockwise direction.
6. No boat or watercraft shall operate within fifty feet (50') of any person who is fishing.
7. Boats or watercraft pulling skiers must travel in a counterclockwise direction and shall not crisscross or circle the lane of traffic and shall keep clear of the docks, starting points and beaches at all times.
8. No boats or watercraft shall be parked on or near the dock or ramp except for the loading or unloading or exchanging of passengers.
9. No boats or watercraft shall be operated within that area near the intake or spillway and which is so marked with markers.
10. No vehicles shall be parked on the point of the boat loading area or in any other area where there are "no parking" signs.
11. All boats or watercraft shall be equipped with such safety devices as required by the provisions of this code or the statutes of the state.
12. All boats or watercraft operated between sunset and sunrise shall be equipped with lights that can be clearly observed from any quarter by an approaching boat and that meet all provisions of the state statute. A "no wake" period is in effect between sunset and sunrise for all boats and watercraft.
13. Skiers must wear a lifesaving device. Ski starts shall be from a designated area. Boats pulling skiers shall have two (2) occupants, one to drive and the other to watch the skier and ski rope. Ski ropes shall be pulled into the boat after a skier has fallen. Skiers shall not be dropped off within two hundred feet (200') of a ramp or gas dock. Operators of boats pulling skiers shall be responsible for occupants and safety equipment. No skier shall swim to shore from the drop off point except where necessary to save his life.
14. All sailboats over twelve feet (12') in length shall be registered in compliance with the statutes of the state of Illinois.
15. All watercraft shall carry approved coast guard lifesaving devices for each person on said craft, and an approved lifesaving device shall be on board of each watercraft for each waterskier being towed by said watercraft.
16. All motorboats which use fuel having a flashpoint of one hundred ten degrees Fahrenheit (110°F) or less shall have at least two (2) ventilator ducts, fitted with cowls or their equivalent for the efficient removal of explosive or inflammable gases from the bilges of every engine and fuel tank compartment. There shall be at least one exhaust duct installed so as to extend from the open atmosphere to the lower portion of the bilge and at least one intake duct installed, so as to extend to a point at least midway to the bilge or at least below the level of the carburetor air intake. The cowl shall be located and trimmed for maximum effectiveness and in such a manner as to prevent displaced fumes from being recirculated.
17. No persons under the age of ten (10) may operate any motorized vessel, including watercraft. Persons at least ten (10) but less than twelve (12) may operate a motorized vessel, including personal watercraft only if they are accompanied by and under direct supervision of a parent, guardian or person at least eighteen (18) who is designated by the parent or guardian. Persons at least twelve (12) but less than eighteen (18) may operate a motorized vessel, including personal watercraft, only if: they complete a boating safety course and possess a boating safety education card accepted by the department of natural resources or they are accompanied by and under direct control of a parent, guardian or person at least eighteen (18) who is designated by the parent or guardian. Persons eighteen (18) years old and older are not subject to operator age restrictions. (Ord. 2025, 1-4-2011)
