No person shall discharge nondomestic waste, either directly or indirectly, into the City sanitary sewer system without first obtaining a written Industrial Wastewater Discharge Permit issued by the Superintendent of the Water Reclamation Facility (and/or Service Director). Such permit shall be issued by the Public Service Director and/or the Superintendent of Water Reclamation Facility after payment of the permit fee required by Section 943.21 and after filing of a completed application form with accompanying information and disclosures by the applicant in accordance with Section 943.18, and after the Public Service Director and/or Superintendent of the Water Reclamation Facility has determined that all requirements of this chapter and all other applicable statutes and ordinances are met by the proposed connection and that the discharge will receive satisfactory pretreatment as may be required by the City.
