939.01 LICENSE REQUIRED.
   No person is authorized or permitted to do the work of repairing, tapping or constructing connections with any public sewer or drain, or their laterals, or appurtenances thereof, or any sewer or drains located in any public street, alley or other public property of the City, until he has received a license. The application for the license shall be filed with and approved by the City Engineer.

939.02 LICENSE APPLICATION; FEE; RENEWAL.
   No person shall be granted a sewer tapper's license until he has filed an application and has paid an annual fee of fifty dollars ($50.00). Such fee shall be payable on or before November 1 of each year and shall be renewable on November 1 of the following year on the payment of an additional fifty dollars ($50.00), and conditioned upon the proper performance of the licensee during the previous year.

939.03 BOND; CONDITIONS.
   Previous to being licensed, the applicant for a sewer tapper's license shall file a bond in the sum of ten thousand dollars ($10,000) given by a reliable surety company to the approval of the City Engineer. The bond shall be conditioned that the licensee shall indemnify and save the City harmless from all loss and damage that may be occasioned in any way by accident or by the lack of care or skill on the part of the licensee, his agents or employees in prosecuting such work, or such loss, made or caused to be made in any street, avenue or public property, with any public sewer or drain or any sewer or drain laid in any public street or public ground; and conditioned that the licensee shall promptly, at the proper time, replace and restore the street or other public ground over the sewer tap excavation to as good condition as he found it previous to opening the same, and that he shall conform in all respects to the rules and regulations which may from time to time be established by Canton City Council, the Director of Public Service or the Canton City Engineer in relation to the construction, repair or regulation of public sewers and drains, and any sewer or drain laid in public streets, alleys or other property.
