This chapter shall not prevent ordinary maintenance or repair to the exterior of a historic property as long as it does not change the material, design or outer appearance of the property. The construction, reconstruction, alteration, or demolition of an exterior feature shall be allowed if it is certified as required by the Building Official or similar official because of an unsafe or dangerous condition.
