143.06 CONTROL.
   The Director of Public Safety shall have the exclusive management and control of such surgeons, secretaries, clerks and employees of the Fire Department as are provided by ordinance or resolution of Council.

   The Fire Chief shall have exclusive control of the stationing and transferring of all firemen and other officers and employees in the Department under such general rules and regulations as the Director of Public Safety prescribes.

143.07 CLOTHING ALLOWANCE. (REPEALED)

143.08 LONGEVITY PAY.
   Commencing January 1, 1973, and thereafter until duly changed, the longevity pay for the Fire Department shall be as follows:
      5 years service                $200.00
      10 years service               400.00
      15 years service               600.00
      20 years service               800.00
      25 years service               1,000.00

143.09 PHYSICAL EXAMINATIONS.
   Safety forces shall mandatorily have a yearly physical to be paid for by the City. The doctor to be selected by the City.

143.10 FIRE CALLS OUTSIDE THE CITY.
   (a)   In accordance with Ohio R.C. 717.021, Council hereby grants authority to the Fire Department to render its services to another municipal or political subdivision in times of emergency.
   (b)   The Director of Public Safety, the Chief of the Fire Department and/or any officer in charge of the Fire Department may order and authorize such emergency fire service to be furnished to another community or political subdivision in times of emergency.

143.11 PAYMENT FOR FIRE CERTIFICATE OF PROFICIENCY, PARAMEDIC CERTIFICATION, ASSOCIATE DEGREE, JOB RELATED BACHELOR OR MASTER DEGREE IN FIRE TECHNOLOGY.
   (a)   The Fire Chief or the Assistant Fire Chief who has completed the course, and who has received a Fire Certificate of Proficiency in Fire Technology, shall receive two percent (2%) of his annual salary as an incentive for obtaining such certificate.
   (b)   The Fire Chief or the Assistant Fire Chief who has completed the course, and who has received an Associate Degree in Fire Technology shall receive four percent (4%) of his annual salary as an incentive for obtaining such Certificate or Degree.
   (c)   The Fire Chief or the Assistant Fire Chief who has earned a degree above an Associate Degree in Fire Technology, such as a Bachelor or Master Degree, and providing the courses taken to earn such Bachelor or Master Degree are job related to Fire Technology, shall receive four percent (4%) of his annual salary as an incentive for obtaining such Degree.
   (d)   The payments referred to in subsections (a), (b) and (c) hereof are to be made at the time the required certificate or degree is received and also during the first pay period of July of each subsequent year; however, if an individual receives a two percent (2%) payment in July of any year for holding a Certificate of Proficiency and later in that same year obtains either a Paramedic Certificate or an Associate Degree, or a job related Bachelor or Master Degree in Fire Technology, the City shall pay that individual an additional two percent (2%) payment upon receipt of such Paramedic Certification, Associate Degree or job related Bachelor or Master Degree in Fire Technology.
   (e)   The maximum payment per year pursuant to this section shall be four percent (4%) of the individual's annual salary.
   (f)   The Fire Chief or Assistant Fire Chief who desires to attend class for the achievement of the above certification shall attend classes on his own time and/or compensatory time previously earned, and shall not be awarded overtime for classes attended while on his own time.
      (1)   If the Fire Chief or Assistant Fire Chief wishes to attend classes when scheduled for duty, using compensatory time, it shall first be determined by the Director of Public Safety that sufficient manpower is available, but if the Fire Chief or Assistant Fire Chief has no accumulated compensatory time and still desires to attend class during his scheduled working hours, he shall agree to reimburse the City for the time he has missed while attending class either by reimbursing the City in money or by working the equivalent number of hours he missed.
      (2)   The agreement to reimburse the City shall be in the form of a notarized affidavit signed by the Fire Chief or Assistant Fire Chief, as the case may be. The individual shall be obligated to reimburse the full amount due to the City upon completion and certification of the course. Such reimbursement shall be made in full not later than ten months from the date the individual first missed work to attend classes, or prior to his termination of employment with the City, whichever is earlier in time.
   (g)   No payment shall be made until Certificates are submitted to the Auditor, through the Director, who shall determine whether the Certificates or Degrees are valid.
   (h)   All elected subjects for credits toward the Associate Degree or job related Bachelor or Master Degree in Fire Technology, shall be approved by the Director before enrollment in class.

143.12 QUALIFICATIONS OF FIREFIGHTERS AND PARAMEDICS.
   Upon passage of this section, all prospective employees prior to being hired, must be paramedics (EMT-P) currently certified by the State of Ohio. All employees must maintain their paramedic (EMT-P) certifications, unless the Fire Chief deems circumstances warrant that an employee cannot continue as a paramedic (EMT-P) and that to do so would be detrimental to the operation of the Fire Department. In addition, all newly hired employees must provide proof of completing firefighter levels 1 and 2. The firefighters must further pass the firefighter physical agility test (as established by the Northeastern Fire Chiefs' Association and Cuyahoga Community College).
