Any person who fails to pay a civil penalty as set forth under §21-114 herein above within 30 days commits a summary offense under the Borough Code and shall be issued a citation to appear before the District Justice. Upon conviction, a defendant shall be fined not more than $100 plus fees and costs or in default thereof, sentenced to the Tioga County jail for up to 30 days.
