§ 70.29  STOP-THROUGH TRAFFIC.
   Every operator of a vehicle or other conveyance intersecting any street shall bring such vehicle or conveyance to a full stop at the place within 15 feet where such street meets the prolongation of the nearest property line of such other street, subject, however, to the direction of any police officer at any such intersection. The vehicle entering a through street where there is a stop sign must yield the right-of-way to all vehicles which are either within the intersection, or so close thereof as to constitute an immediate hazard.

§ 70.30  STREET AND TRAFFIC SIGNS.
   (A)   The Board of Trustees shall, by resolution, determine and designate the character or type of all official traffic signs, provided that all traffic signs now erected are hereby designated as official traffic signs.
   (B)   The Chief of Police is hereby authorized, and as to those signs required hereunder, to place and maintain, or cause to be placed and maintained, all official traffic signs. All signs required hereunder for a particular purpose shall be as approved by the Board of Trustees.
   (C)   It shall be unlawful for any operator to disobey the instructions of any official traffic sign upon the street placed in accordance with the provisions of this subchapter.
   (D)   Whenever, in any street or avenue, the curb is painted a solid yellow stripe by or under the direction of the Chief of Police, such stripe or marking shall indicate a “No Parking” area or zone, and it shall be unlawful for any person to park a vehicle adjacent to such marking.
   (E)   The Chief of Police is hereby authorized to place and maintain, or cause to be placed and maintained, at the intersection of any street or alley with any other street where, in his or her discretion, traffic conditions justify such action, appropriate signs bearing the word “Stop”, which said sign shall be located in such a manner and be of such a sign as to be clearly legible from a distance of 100 feet along said street or alley intersecting such stop street, and the operator of any vehicle or other conveyance traversing such street upon which such “Stop” sign has been erected shall bring such vehicle to a full stop at a place within 15 feet of the nearest line of this intersection of said street or alley.

§ 70.31  TURNING AT AN INTERSECTION.
   (A)   Right turn. The operator of a vehicle intending to turn to the right at an intersection, or into an alley or driveway, shall approach the point of turning in the line of traffic nearest the right-hand edge or curb of the street, and in turning shall keep as closely as practicable to the right-hand curb or edge of the street.
   (B)   Left turn. The operator of a vehicle intending to turn to the left at an intersection or into a driveway shall approach the point of turning in the lane of traffic to the right of, and next to, the center of the roadway, and unless otherwise directed by turning markers, the operator of a vehicle in turning left at an intersection shall pass to the right of the center of the intersection before turning.
   (C) U-turn. At any intersection where traffic is controlled by a police officer, or where warned by an official traffic control sign displaying the words “No U-Turn” or “No Left Turn”, it shall be unlawful for the operator of a vehicle to turn such vehicle at the intersection in a complete circle, or so as to proceed in the opposite direction, or to make a left turn.

§ 70.32  TURNING AROUND; MID-BLOCK.
   The operator of a vehicle shall not turn such vehicle so as to proceed in the opposite direction except at an intersection.

§ 70.33  CONDITION OF VEHICLES.
   (A)   (1)   No persons shall drive a motor vehicle on a highway unless such motor vehicle is equipped with a muffler in good working order and in constant operation to prevent excessive or unusual noise and annoying smoke.
      (2)   It shall be unlawful to use a muffler “cut-out” on any motor vehicle on a highway.
   (B)   Every motor vehicle operated or driven upon any of the streets, alleys, or avenues of this town shall be provided with adequate brakes in good working order sufficient to control such motor vehicle at all times when the same is in use.
   (C)   Every motor vehicle operated or driven in the town shall, during the period from one half-hour after sunset and one half-hour before sunrise, display lighted lamps as required by SDLC §§ 32-17-1 to 32-17-26.
   (D)   Every motor vehicle operated or driven in the town shall be provided with a suitable or adequate horn, or other device for signaling, which shall be in good working order at all times.
   (E)   No person shall operate or drive a motor vehicle within the town without having conspicuously displayed thereon the number of plate or plates as required by the statutes of the state.

§ 70.99  PENALTY.
   Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.
