§ 70.23  RECKLESS AND CARELESS DRIVING.
   (A)   Any person who drives any vehicle upon a street, avenue, or alley carelessly and heedlessly, in disregard of the rights and safety of others, or without due caution and circumspection, and at a speed or in a manner as to endanger or to be likely to endanger any person or property, shall be guilty of RECKLESS DRIVING.
   (B)   Any person who drives any vehicle carelessly and without due caution, at a speed or in a manner so as to endanger any person or property, not amounting to reckless driving as defined in division (A) above, shall be guilty of CARELESS DRIVING.
