§ 70.15  DRIVING PERMIT OR LICENSE REQUIRED.
   It shall be unlawful for any person who is a resident of the state to drive or operate, upon any of the streets or highways within the town, any motor vehicle without first having secured, and having in his or her possession, a permit or license so to do issued by the state.
