§ 70.31  TURNING AT AN INTERSECTION.
   (A)   Right turn. The operator of a vehicle intending to turn to the right at an intersection, or into an alley or driveway, shall approach the point of turning in the line of traffic nearest the right-hand edge or curb of the street, and in turning shall keep as closely as practicable to the right-hand curb or edge of the street.
   (B)   Left turn. The operator of a vehicle intending to turn to the left at an intersection or into a driveway shall approach the point of turning in the lane of traffic to the right of, and next to, the center of the roadway, and unless otherwise directed by turning markers, the operator of a vehicle in turning left at an intersection shall pass to the right of the center of the intersection before turning.
   (C) U-turn. At any intersection where traffic is controlled by a police officer, or where warned by an official traffic control sign displaying the words “No U-Turn” or “No Left Turn”, it shall be unlawful for the operator of a vehicle to turn such vehicle at the intersection in a complete circle, or so as to proceed in the opposite direction, or to make a left turn.
