1329.15 EXPIRATION OF RESIDENTIAL BUILDING PERMITS.
(a) Permits issued for the construction, rehabilitation, and/or repair of residential structures shall expire one year from the date of issuance and all permits fees and deposits shall be forfeited unless the exterior envelope of the structure including landscaping is complete within the one-year period.
(b) New permit fees and deposits for the entire project shall be required to be paid to continue work. Extensions of time on the original permit may only be granted, without additional fees, if the exterior of the structure and landscaping are completed within the one-year period in a workmanlike manner.

1329.99 PENALTY.
(a) Whoever violates any of the provisions of this chapter is guilty of a first degree misdemeanor. Each day such violation continues or is permitted to continue shall constitute a separate offense.
(b) Contractors that fail to obtain a required permit prior to commencement of work shall be subject to the following additional penalties:
(1) First offense - registration and/or permit fees shall be doubled;
(2) Second offense - registration and permit fees shall be tripled; and
(3) Third offense - revocation of registration for two years.
