911.03 RATE REDUCTION FOR DISABLED PERSONS AND SENIOR CITIZENS.
   Council authorizes the Finance Director to implement the thirty percent (30%) water/sewer rate discount to eligible applicants.

911.04 DIRECTOR TO CONTROL METER READING DATES AND BILL PAYMENT.
   For the purpose of assessing charges for water service, reading meters and collecting such charges, the Director of Public Service, hereinafter "Director" shall fix the dates for reading such water meters and for payment of bills for water so furnished, the amount of which shall be determined in the manner provided in this Chapter.

911.05 MONTHLY BILLINGS FOR LARGE CUSTOMERS.
   Water bills shall be payable at intervals of three months, but the Director may render bills monthly on industrial or commercial accounts where meters are read monthly. In rendering monthly bills, he shall allow one-third of the usual minimum quantity of water for one-third of the established minimum charge.

911.06 USE OF MASTER METER.
   The supply of water from the service connection may be measured by one or more meters. If more than one meter is used, they shall be set in an area not under the control of any tenant, and accessible to the Division of Water at all times. Where a building contains multiple dwelling units or one or more commercial units and the supply is measured by a single meter or master meter, the average unit water consumption shall be determined by dividing the number of units into the total metered water consumption for the last billing period; the water charge per unit shall then be computed on the basis of the average unit water consumption and the water bill computed by multiplying the number of units by the unit water charge.

911.07 CHARGES FOR INSTALLATION OF METERS AND SERVICE CONNECTIONS.
   (a)   The minimum service charge for the installation of meters shall be as follows:

911.08 ADDITIONAL CHARGE FOR LATE PAYMENT.
   In addition to the rates specified in this chapter, an additional charge of five percent (5%) shall be added thereto in each case of failure to make payment within fifteen days.

911.09 CHARGES A LIEN; COLLECTIBLE AS TAXES.
   Each charge levied pursuant to this chapter is made a lien upon the corresponding lot, land or premises served with a water connection by the City. If the charge is not paid within one month after it becomes payable, it may be certified to the County Auditor who shall place it on the tax duplicate to be collected as other taxes are collected, with interest and penalties allowed by law.

911.10 DISCONTINUANCE OF SERVICE; RECONNECTION FEE.
   (a)   In the event of failure to make prompt payment of the water charge as provided herein, the Director may order and cause the water service to the lot, land, building or premises to be shut off and discontinued until the full amount of the charges plus the ten percent (10%) penalty has been paid. (A.O.)
   (b)   A fee of one hundred dollars ($100.00) is hereby established as a reconnection fee for water service for all residences and business who have had water service disconnected because of non-payment of water bills.
