911.15 METER AND SPACE AROUND METER.
   (a)   All meters are the property of the City and shall be located in a convenient and accessible area so they can be read and changed by Water Department personnel. Prior to the water meter, all service lines must be provided with a gate or ball valve at the entrance of the vault, cellar or building. A separate gate or ball valve shall be required for each separate apartment, tenement etc. that is supplied with water. The valves shall be installed and maintained by the owner of the property and at the expense of the owner of the property. A second gate or ball valve shall be installed on the house side of the meter by the owner of the property at their expense. This second gate or ball valve shall be maintained by the owner of the property and any replacement of this second gate or ball valve shall be the sole responsibility of the owner of the property. In the case that a water meter is damaged or freezes due to the neglect of the owner of the property, the owner of the property shall be solely responsible for the cost and replacement of the water meter.
   (b)   If the owner of the property refuses to pay, the water will be turned off and will not be turned on until the cost of the meter is paid in full. Whenever a water meter is set in a vault or any part of the basement of the building, the space occupied by the water meter must at all time be kept free from rubbish or obstructions of any kind.
