The charges levied pursuant to this chapter shall be collected by the Director of Finance. The Director of Public Service shall make and enforce such bylaws and regulations as may be deemed necessary for the safe, economical and efficient management and protection of the City water system and for the regulation, collection, rebatement and refunding of such charges.
