911.14 REPAIR OF SERVICE LINE; WATER DEPARTMENT AND CUSTOMER RESPONSIBILITIES.
   (a)   The service pipe between the main and the shut-off valve at the curb including the valve and the box shall be maintained and protected from frost by the City Water Department. However, the owner of the property shall be responsible for any neglect or carelessness that causes the service line, valves, or box to be damaged, broken, or removed. The owner of the property shall not cover the service line with pavement or any other material preventing the City from accessing the service line. The service line located at the outlet side of the valve at the curb that travels into a structure, including all water vaults, water pits, and fixtures shall be maintained and protected from frost by the owner of the property and at the expense of the owner of the property.
   (b)   The owner of the property has five days after notification from the City of Bedford to repair any damages or leaks to the service line. However, if the Water Department deems it proper to prevent waste or damage, it may shut off the water and the water will not be turned on again until repairs are made and inspected.
