A vision impairing fence, a minimum of six feet in height, shall be erected around the base of the structure so as to protect the safety, welfare and rights of all property owners. The fence shall have an appropriate and reasonable evergreen landscaping around it. The planting shall be completed before final approval by the Building Inspector.

Appeals from any decision of the Building Inspector may be processed to the Zoning Board of Appeals as provided in § 1214.11 of the Planning and Zoning Code, except as may be otherwise provided in this chapter.

(a) The requirements of this section shall not apply to satellite dishes 18 inches or less in diameter, provided that a permit for installation is obtained from the Building Department and the installation meets the standards set by the manufacturer.
(b) The satellite dishes identified in division (a) of this section shall in no instance be located in the front yard or the front facing of the applicable building.
(c) The satellite dishes identified in divisions (a) and (b) of this section shall be subject to permit fees as set forth in § 1480.09.
