Sec. 19-111. Reasonable speed; speed limit in business and residential districts.
(a)   No person shall drive a vehicle on a street or highway in the city at a speed greater than is reasonable and prudent under the conditions then existing. Except as otherwise provided in this article, it shall be unlawful to operate a vehicle in excess of 20 miles per hour in any business district or in excess of 35 miles per hour in any residential district.
(b)   Violation of this section shall be an infraction and shall be punishable as provided in N.C. Gen. Stat. § 14-4.
