(a) The city council may, by appropriate action, limit the total number of taxicab certificates to be granted. A certificate, whether or not limited in number, shows that by its issuance the convenience and necessity of the public requires the operation of such taxicabs.
(b) The city council authorizes the taxicab inspector to issue a certificate to any applicant subject to such conditions as the city council may deem advisable or necessary in the public interest and upon payment of a licensing fee provided by section 18-48. Each certificate shall be issued with an anniversary date of December 31 or June 30 of the year following its date of issue and shall remain valid until retired, revoked or suspended. Certificates originally issued from January 1 through June 30 shall have an anniversary date of December 31 commencing the same year. Certificates originally issued from July 1 through December 31 shall have an anniversary date of June 31 commencing the next ensuing year.
(c) Unless otherwise provided, no certificate shall be issued to any person who fails to fully comply with all of the prerequisite requirements of this article prior to the commencement or continuation of the operation of the proposed or current service.
