(a) Refuse. All refuse shall be placed and maintained in refuse receptacles or containers as specified in this chapter. All refuse receptacles and containers shall be kept covered at all times with tight-fitting lids. All automated container lids must be sealed at the lid edges to the automated container body. All residential trash must be placed in plastic bags prior to placing in the refuse container. All plastic bags must be closed with either a tie strap or tie knot.
(b) Garbage. All garbage being placed for collection shall have been drained of all free liquid and shall be wrapped, bagged or enclosed in paper or plastic material before being placed in refuse receptacles or containers. Garbage contained in refuse receptacles shall be set out to curbside only on the day of collection. All automated container lids must be sealed at the lid edges to the automated container body. All residential and commercial garbage must be placed in plastic bags prior to placing same in the refuse container. All plastic bags must be closed with either a tie strap or tie knot.
(c) Household trash. All household trash shall be drained of all free liquid before being placed in refuse receptacles or containers. Household trash may be combined with garbage. Any items of household trash that are too large for refuse receptacles and cannot be reduced to a size that can be placed in a refuse receptacle may be placed at curbside, provided such items are covered or secured to avoid their dispersal by the elements. Prior to placement at the curbside, household customers shall contact the sanitation division to arrange collection. Household trash contained in refuse receptacles shall be set out to curbside only on the day of collection.
(d) Dangerous refuse items. All dangerous refuse and all waste material of any injurious nature, such as broken glass, light bulbs, sharp pieces of metal, fluorescent tubes and television picture tubes, shall not simply be placed in paper or plastic bags but shall instead, be securely wrapped to prevent injury to collection personnel. Additionally, items such as car parts, chicken wire, concrete, metals, pipes or similar type items shall not be placed in any refuse receptacle used for collection by the city nor shall such items be collected by the city.
(e) Hazardous refuse and building materials. Hazardous refuse or building materials shall not be placed in any refuse receptacle used for collection by the city nor shall such material be collected by the city.
(f) Brush trimmings. All brush trimmings shall be collected by the city when placed at curbside for collection by 7:00 a.m. on the Monday of the collection week as determined by the solid waste manager. Loose brush trimmings shall not be placed on storm drains, or on or under utility guy wires, low-hanging utility wires, utility pedestals, meter boxes, or other utility structures. If brush trimmings are placed in reusable brush containers, such containers shall not weigh more than 50 pounds, shall not accumulate rainwater, and shall be clearly marked as "brush" or "leaves". Approved biodegradable paper yard waste bags containing brush trimmings shall not weigh more than 25 pounds. No tree trunks, stumps, branches, limbs or shrubbery trimmings larger than six inches in diameter, longer than four feet, or weighing more than 50 pounds shall be collected by the city. Tree and shrubbery limbs shall have protruding branches trimmed and may be placed in piles at curbside only if placed separately from thorny vegetation. Thorny vegetation, if placed at curbside for collection, shall be cut in lengths not to exceed two feet and shall be placed in separate piles from other tree and shrubbery trimmings. No grass clippings shall be collected with brush trimmings.
(g) Contractor work: Tree and shrubbery branches, limbs and trimmings cut by persons engaged in landscaping or tree service enterprises or by other commercial operations or resulting from land clearing operations shall not be collected by the city. Contractor work shall be defined as any work engaged in for profit, and the removal of such branches, trimmings or land clearing debris shall be performed at the expense of the contractor.
(h) Leaves: Leaves shall be stored for collection in approved biodegradable paper yard waste bags or in approved marked reusable brush containers designated as "brush" or "leaves." The contents of such containers shall not extend above the rim thereof and shall be contained so as to prevent rainwater accumulation and to prevent the elements from carrying or depositing contents upon any street, sidewalk, public, or private property. Approved paper bags and reusable brush containers containing leaves clearly marked "brush" or "leaves" shall be placed at curbside for collection by 7:00 a.m. on the Monday of the collection week as determined by the solid waste manager. No grass clippings shall be collected with leaves.
(i) Special collection of household furniture and appliances. Upon request the city may collect normal household discarded furniture and appliances, including sofas, chairs, beds, mattresses, bedsprings, refrigerators, washers, dryers, hot water heaters and similar items, unless otherwise provided in this chapter. Furnaces shall not be collected by the city. Persons requesting this service shall contact the solid waste division to schedule collection. Items for collection shall be placed at their appropriate location, curbside. This service shall be available to residences only.
(j) Business trash. Business trash (except cardboard boxes, cartons or crates), shall be placed in plastic bags and tied before being placed in refuse receptacles or containers. When full, plastic bags containing business trash shall not weight more than 25 pounds.
(k) Commercial establishments. The solid waste manager shall notify all merchants and other commercial users of the schedule of pickup, and the merchants and other commercial users shall comply by setting their refuse receptacles at curbside in accordance with this schedule.
