It shall be unlawful for the owner or proprietor of any such establishment as referred to herein to permit persons under the age of 16 years from loitering on such premises, or to participate in any games or devices played therein; and it shall be unlawful for any person under the age of 16 years to loiter in such establishment, or to participate in any game or device played therein.
