(a) Notice and hearing. Prior to adoption, the City Council shall publish a general summary of the capital improvement program and a notice stating: (Gen. Elec. 12/6/77; Gen. Elec. 11/6/01)
(1) The times and places where copies of the capital improvement program are available for inspection by the public. (Gen. Elec. 12/6/77)
(2) The time and place, not less than two (2) weeks after such publication, for a public hearing on the capital improvement program. (Gen. Elec. 12/6/77)
(b) Adoption. The City Council by resolution shall adopt the capital improvement program with or without amendment on or before the first of July of each year. (Gen. Elec. 12/6/77; Gen. Elec. 11/6/01)
Prior to the end of each fiscal year, the City Council shall designate a Certified Public Accountant, who shall perform, as of the end of the fiscal year, a certified audit of the financial transactions of the City government. He shall submit a report, including recommendations concerning policy and fiscal procedure, to the City Council and the City Administrator. (Gen. Elec. 12/6/77; Gen. Elec. 11/6/01)
Notwithstanding any other provisions of this Charter, all ordinances or resolutions necessary in connection with the adoption of the annual budget may be adopted and go into effect immediately on the affirmative vote of at least five-sevenths (5/7) of the members of the City Council. In addition to the authority granted by the laws of this State, the City Council may cause City moneys to be deposited or invested in Certificates of Deposit or other forms of deposits or investments, in any financial institution, upon sufficient security being given the City therefor by said financial institution, approved by the City Council. The City Council may adopt ordinances implementing this authority and the appropriate City official may, pursuant to said ordinance, invest City moneys not needed to pay current bills as therein directed. At any time during the fiscal year the City Administrator may transfer part or all of any unencumbered appropriation balance among programs within a department, office or agency. Upon written request by the City Administrator the City Council may by ordinance transfer part or all of any unencumbered appropriation balance from one department, office or agency to another. (Gen.
