Revenue, Taxation and Finance
Sec. 1. Fiscal powers.
   The powers of the City concerning budget, taxation, finance and fiscal matters shall be limited only by the provisions of the Constitution and laws of the State and by this Charter. (Election: 10/29/42; Gen. Elec. 12/6/77)
Sec. 2. Fiscal year.
   The fiscal year of the City shall commence upon the first day of July of each year. (Gen. Elec. 12/6/77)
Sec. 3. Administrators estimate—Preparation.
   On or before the first Monday in May in each year, or on such date in each year as shall be fixed by the City Council, the chief administrative officer of the city shall prepare a careful estimate in writing of the amounts of money specifying in detail the objects thereof, required for the business and conduct of the affairs of the city during the next ensuing fiscal year.
