Article XV
Transitional Powers
Sec. 1. Rights of officers and employees preserved.
   Nothing in this or any subsequent amendment except as specifically provided, shall affect or impair: (Gen. Elec. 12/6/77)
   (a)   The functions and responsibilities of any office, department or agency existing at the time this Charter amendment takes effect. (Gen. Elec. 12/6/77)
   (b)   Any provision of the law in force at the time this Charter amendment takes effect, and not inconsistent with the provisions of such Charter amendment in relation to the personnel, appointment, rank, grades, tenure of office, promotion, removal, pension and retirement rights, civil rights, or any other privileges of offices or employees of the City, or any office, department or agency. Sec. 2. Continuance of present officers.
   (a)   Mayor and councilmembers. The mayor and members of the City Council serving at the time this Charter amendment takes effect shall serve until the Mayor and Councilmembers provided for in Article VI of this Charter amendment shall have been elected and qualified.    (b)   Elective officers. All persons holding elective offices at the time this Charter amendment takes effect shall continue in office and carry out their duties as specified by law until the expiration of the terms for which they have been elected or until such earlier time as the position may be vacated.    (c)   Appointive officers. All persons holding appointive office by the City Council at the time this Charter amendment takes effect shall continue in office and in the performance of their duties unless relieved of office, or until such office or duties are abolished or changed. Sec. 3. Continuance of present offices, departments and agencies.
   Continuity of certain powers and duties. Any department, office or agency provided for in this Charter amendment with powers and duties the same or substantially the same as those heretofore existing, shall be deemed a continuation of such department, office, or agency, and shall have powers to continue any business proceedings or other matters within the scope of the powers and duties prescribed by this Charter and the Charter amendment.
