The City Council
Sec. 1. Powers of the city council.
   All powers herein granted to and vested in the City of Yuma shall, except as herein otherwise provided, be exercised by a city council, to be designated the City Council of the City of Yuma. Said City Council shall be the governing body of the City and shall consist of a mayor and six councilmembers, and, subject to the express limitations to this Charter, shall be vested with all powers of legislation in municipal affairs adequate to a complete system of local government consistent with the Constitution and laws of the State. Sec. 2. The mayor.
   (a)   The mayor shall be the chief executive officer of the city, and ex officio chairman of the city council, and shall see that the ordinances thereof are enforced; shall call meetings, administer oaths and issue proclamations. (Sp. Elec. 4/7/70; Gen. Elec. 11/6/01)
   (b)   The mayor shall be a voting member of the City Council, the president thereof, and shall preside at its meetings when present. The City Council shall elect a deputy mayor who shall act as Mayor during the temporary absence of the mayor. (Sp. Elec. 4/7/70; Gen. Elec. 11/6/01)
   (c)   The mayor shall annually and from time to time give the City Council information relative to the affairs of the city, and recommend for its consideration such matters as he may deem expedient. (Sp. Elec. 4/7/70; Gen. Elec. 11/6/01)
   (d)   The mayor shall be recognized as the official head of the city by the courts for the purpose of service of civil process upon the city and instituting any action or proceeding at law or equity for and in behalf of the city, and appearing in any manner before the courts on behalf of the city; he shall be recognized by the governor and other state officials as the chief and official head of the city.    (e)   The mayor shall take command of the police and govern the city by proclamation during times of great danger when an extraordinary local emergency or natural disaster causes or threatens to cause loss of or jeopardizes life or property. He shall be recognized as head of the city government for all ceremonial purposes and by the governor for purposes of military law. Violation of any proclamation issued by the mayor hereunder during such times shall be a misdemeanor. (Sp. Elec. 4/7/70; Gen. Elec. 11/6/01)

Sec. 3. Meetings.
   The City Council shall, by ordinance, provide for the time and place of holding its meetings and the manner in which its special meetings may be called. All sessions of the City Council, whether regular or special, shall be open to the public as provided under state law. (Gen. Elec. 12/6/77; Gen. Elec. 11/6/01)
Sec. 4. Quorum.
