Sec. 1. Merit system.
   The City Council shall, by ordinance, provide for the establishment of a merit system for the purpose of regulating and controlling the appointments, promotions, demotions, discharges and reinstatement of all officers and employees of the City except those elected by the people, members of appointive Boards and Commissions, volunteers who serve without pay, the City Administrator, the City Attorney and the Municipal Judge.
