1717.01 INTENT.
   The intent of this article is to:
   (a)    Promote the general health, welfare and safety of the community;
   (b)   Provide building construction guidelines to comply with the West Virginia State Fire Commission;
   (c)   Encourage the utilization of appropriate construction practices to minimize flood damage in the future.

1717.02 BUILDING CODE OFFICIAL; OFFICE CREATED.
   The Town of Winfield Building Code Enforcement Department is hereby created. The person appointed to head such office shall be known as the Chief, Building Code Enforcement Department and the Building Code Enforcement Official and shall have the responsibility for the enforcement of the provisions of the state building code and the Town Code and such other responsibilities as assigned by the Mayor, and/or the Winfield Town Council.

1717.03 NOMINATION, APPOINTMENT, QUALIFICATIONS.
   (a)    The Mayor shall appoint a qualified individual as Chief of the Building Code Enforcement Department and Building Code Enforcement Official, as is qualified under such rules and regulations as the State Fire Commission or the Council of the Town of Winfield may adopt. The Chief shall serve at the will and pleasure of the Mayor and Council.
   (b)    The Mayor shall appoint such of other employees as shall be necessary for the administration of the Building Code Enforcement as authorized by the Council of the Town of Winfield.
