1717.11 BUILDING PERMIT FEES.
   Applications for a building permit and planning review shall be accompanied by the following permit fees prior to the issuance of a permit for any work performed by any licensed contractor or handymen and in all cases prior to the commencement of work.

Remodel/Repair/New Construction - New buildings, additions, residential work (decks, garages, fences, fireplaces, pools, water heaters, etc.), renovations (remodeling, garage conversions, basement finishing’s, kitchen expansions, reroofing, etc.), electrical, plumbing and HVAC system installation or modifications.
Note No. 2:
Per West Virginia State Code, a copy of the contact must be submitted with the permit application if the job is greater than $10,000.00. If the project involves an addition or an accessory structure (decks, porches, garages, outbuildings, etc.) a drawing with the correct lot and project measurements must be submitted. (Ord. 2019-20-8. Note No. 3:
For Registered Vacant Structures, demolition fees and bonds are waived. However, a plan review fee and asbestos report are required prior to demolition.

   (c)    Where work for which a permit is required by this Building and Housing Code is started or proceeded prior to obtaining such permit, the fees herein specified shall be doubled, but the payment of such doubled fees shall not relieve any person from fully complying with the requirements of the Building and Housing Code, in the execution of the work nor from any other penalties prescribed within the Codified Ordinances.
   (d)    Valuation.
      (1)    When the valuation of the proposed construction exceeds $1,000 and a plan is required to be submitted by the code adopted under Article 1701, a "plan-checking fee" shall be paid to the Building Inspector at the time of submitting plans and specifications for checking. Such plan-checking fee shall be equal to one-half of the building permit fee as hereinabove set forth.
      (2)   Valuation (estimated construction cost). If, in the opinion of the Code Official, the valuation of the building, alteration, or structure appears to be underestimated on the application, permit shall be denied unless the applicant can show a copy of executed contract documents or detailed estimated costs to satisfy the Code Official.
   (e)    Working Without Proper Permit. In case any work for which a permit is required by this code has begun prior to obtaining a permit the prescribed permit fees shall be paid as a double fee or an additional fee of $100.00 above the usual permit fee shall be incurred whichever is greater, but the payment of such double or additional fee shall not relieve any person from complying fully with the requirements of this code in the execution of the work, nor from other penalties prescribed herein. All contractors documented by the Building Department to be working without obtaining proper permits prior to starting projects three (3) times within a one year license period shall have their contractor license with the Town of Winfield suspended for a period not to exceed three months.
