(a) A building or structure hereafter erected shall not be used or occupied in whole or in part until the certification of use of occupancy shall have been issued by the Building Official.
(b) Any plan for any building or structure hereafter erected for residential use, whether as a single family residence or as a multi-family residence, shall include provisions for at least two spaces, in addition to garage space, for parking vehicles owned or used by each resident, in an off street area located adjacent to a public street or access; provided, that no such plan shall provide for the parking of any vehicle owned or used by any such resident upon any street or alley located within the Town of Winfield.
