§ 154.003 AUTHORITY.
   This chapter is adopted pursuant to the powers granted and limitations imposed by state law, expressly including the statutory authority conferred by ILCS Chs. 55 and 765.

§ 154.004 APPLICABILITY.
   The regulations of this chapter apply to any subdivision of land made within the unincorporated area of the county, as provided by Illinois Compiled Statutes.

§ 154.005 PURPOSES.
   This chapter is adopted for the purposes of:
   (A)   Protecting and promoting the public health, safety and general welfare;
   (B)   Implementing adopted plans and policies, specifically the County Land Resource Management Plan;
   (C)   Enhancing residents’ quality of life;
   (D)   Promoting environmentally responsible development practices;
   (E)   Conserving, protecting and enhancing property values;
   (F)   Facilitating the provision of adequate public facilities and improvements;
   (G)   Maintaining a range of housing choices and options;
   (H)   Providing for orderly growth and development;
   (I)   Safeguarding the public against flood damage, soil erosion and sedimentation;
   (J)   Prescribing reasonable rules and regulations governing subdividing and platting;
   (K)   Establishing clear and efficient procedures for the preparation, submission, approval and recordation of subdivision plats; and
   (L)   Providing remedies for violations and reasonable means of enforcing the chapter.

§ 154.006 MINIMUM REQUIREMENTS; COMPLIANCE WITH OTHER APPLICABLE REGULATIONS.
   (A)   The provisions of this chapter are the minimum requirements deemed necessary to carry out the chapter’s stated purpose and intent.
   (B)   In addition to the requirements of the chapter, all uses and development must comply with all other applicable municipal, county, state and federal regulations.
   (C)   All references in the chapter to other municipal, county, state or federal regulations are for informational purposes only and do not constitute a complete list of the regulations. These references do not imply any responsibility for the county to enforce municipal, state or federal regulations unless they are required to do so by law.

§ 154.007 MINIMUM STANDARDS.
   The regulations and standards of this chapter are to be considered the minimum requirements for subdivisions and subdivision improvements.
