No person shall stand or park a vehicle upon any street for the principal purpose of:
(A) Displaying it for sale;
(B) Washing, greasing or repairing a vehicle, except repairs necessitated by an emergency;
(C) Storage thereof by garages, dealers or other persons when storage is not incident to the bona fide use and operation of the vehicle; or
(D) Storage of any detached trailer or van, when the towing unit has been disconnected, or for the purpose of transferring merchandise or freight from 1 vehicle to another.

No person shall stop, stand or park a vehicle, attended or unattended, except when necessary to avoid conflict with other traffic, or in compliance with the directions of a police officer or traffic control device in any of the following places:
(A) On the sidewalk;
(B) Within an intersection or in front of a private driveway;
(C) On a crosswalk;
(D) Within 30 feet of any flashing beacon, stop sign or other official traffic-control signal located at the side of a street or roadway;
(E) No vehicle shall park on either side of any street approaching a grade crossing within 50 feet of the closest rail; provided, that where existing permanent structures are located along the street and closer than 50 feet, parking may be permitted in front of those structures, unless otherwise prohibited, if the parking does not interfere with the view in either direction of an approaching locomotive or train;
(F) Alongside or opposite any street excavation or obstruction, when stopping or standing or parking would obstruct traffic;
(G) Upon any bridge or other elevated structure;
(H) Within 15 feet in either direction of the entrance to a hotel, theater, hospital, sanatorium or any public building, or a fire hydrant or fire station;
(I) On the roadway side of any vehicle stopped, standing or parked at the edge or curb of a street;
(J) Within 25 feet from the intersection of curb lines, or if none, then within 15 feet of the intersection of property lines at an intersection of highways or streets; or
(K) Within a traffic lane or upon the traveled portion of a roadway.

(A) Commercial vehicles may park in designated loading zones for the purpose of loading or unloading merchandise for a period of time not exceeding 15 minutes.
(B) No person shall park a vehicle in a loading zone for the purpose of taking orders or buying or selling merchandise of any kind.

(A) Time limitations with respect to the parking of vehicles shall not be applicable to the motor vehicles belonging to former members of the armed forces of the United States who shall be known as physically incapacitated war veterans.
(B) Those vehicles being authorized for disabled veterans under federal legislation as specially constructed vehicles for physical handicaps suffered by war veterans as a result of their services to their country in the time of war; provided:
(1) The privilege shall not extend to motor vehicles unless operated by handicapped veterans, or which do not have placed on the windshields thereof a certificate of designation signed by the Chief of Police, or when a veteran does not have in his or her possession a card issued by the Chief of Police certifying that the veteran meets the requirements of this section; and
(2) The privilege shall not extend to parking in No Parking or Loading or Unloading zones.

(A) No person shall park a non-electric vehicle in any designated electric vehicle charging location. In addition, an electric vehicle parked in a designated charging location must be connected to the charge port at all times. Upon disconnection, the vehicle must be moved.
(B) Electrical vehicle charging stations shall be posted with signage indicating the space is designated for electrical vehicle charging purposes only.
(C) Wilkesboro Town Administration shall have the authority to establish electric vehicle charging time limits at charging stations.
(D) Any person in violation of this section shall be subject to the penalties outlined in § 73.99.

METERED PARKING
For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
OPERATOR. Every individual who shall operate a vehicle as the owner thereof or as the agent, employee or permittee of the owner.
STREET.
(1) Any public way, road, highway, STREET, avenue, boulevard, parkway, alley, lane, viaduct, bridge and the approaches thereto within the town and shall mean the entire width of the right of way between abutting property lines.
(2) The term STREET shall include any place in the town which is used for metered parking.
VEHICLE. Any device in, upon or by which any person or property is or may be transported upon a highway, except a device which is operated upon stationary rails or tracks.

All parking meter zones established by authority of the Board of Commissioners, and all parking meters and instructions thereon, parking spaces and signs relating to metered parking, which were installed or marked and in place by authority of the Board of Commissioners as of the effective date of this code, are hereby confirmed and continued in full force and effect until a time as they may be altered or discontinued by authority of the Board of Commissioners pursuant to the provisions of this chapter.
