A master stormwater management plan (MSWMP) for the entire development which governs the overall stormwater management of the development shall be submitted to and approved by the city of West Des Moines. Specific stormwater management plans (SWMP) demonstrating compliance with the approved Village At Jordan Creek MSWMP, on file with the city, will be required with the development of each phase and/or site plan. The specific SWMP shall be prepared at the developer's expense, by a professional engineer licensed in the state of Iowa. All SWMPs shall comply with the city's applicable design standards for stormwater management existing at the time each site plan is approved.
In addition, title 7, chapter 8, article G, "Postconstruction Stormwater Management", of the city code, must be adhered to. The following is a summary of the requirements of said article; however the summary is not all inclusive. Refer directly to the article for more details.
At the time of site plan approval, the developer of the site plan associated property shall execute a stormwater management facility maintenance covenant and permanent easement agreement. The agreement shall provide for access to the facility at reasonable times for periodic inspection by the city to ensure that the facility is maintained in proper working condition and meets design standards. In addition, the agreement shall identify the parties responsible for maintenance of any stormwater facilities as well as plans for periodic inspection and maintenance of said facilities to ensure proper performance. The agreement shall be binding on all subsequent owners of land served by the facility and subject to review by the city.
