The traffic study completed by the traffic engineering division of the city of West Des Moines and approved for the Village At Jordan Creek allocates one thousand two hundred twenty six (1,226) average daily trips (ADT); ninety five (95) A.M. peak; and one hundred thirteen (113) P.M. peak vehicle trips for the entire development. This allocation constitutes the maximum number of vehicle trips allowed for the development.
As the initial site plan for each parcel within the Village At Jordan Creek development is approved, the assigned number of vehicle trips generated by each developed parcel (determined by the number of square feet of the proposed specific use and/or residential dwellings, in conjunction with parameters, if any, established by the traffic analysis) shall be subtracted from the total trips allocated to the Village At Jordan Creek development.
The number of trips assigned to each parcel at the time of initial site plan approval shall be an entitlement to the parcel and shall run with the land. Traffic allocation to each parcel due to subsequent redevelopment or change of use shall not exceed the traffic allocation originally authorized for the parcel unless there is a corresponding reduction within the overall development and the change in allocation is approved by the city of West Des Moines.
Approval of this proposed specific plan does not constitute a guarantee that the proposed specific plan can be implemented. Development and/or redevelopment of each parcel and implementation of desired land uses for each parcel, including specific high traffic generating tenants, will be limited by the available number of trips assigned to the overall development.
If the traffic proposed to be generated from the development or redevelopment of any parcel or parcels cause the vehicle trips generated from the overall development to exceed the maximum vehicle trips originally allocated, further development and/or redevelopment of remaining parcels may be limited or prohibited.
Alternate uses to those originally analyzed by the traffic study and approved as part of Village At Jordan Creek specific plan ordinance may be allowed, following completion of an amendment to the traffic study analyzing the proposed alternate uses and approval by the city of West Des Moines of an amendment to the specific plan ordinance and/or map, if necessary, if the existing uses and the proposed alternate use(s) collectively do not exceed the one thousand two hundred twenty six (1,226) average daily trips (ADT); ninety five (95) A.M. peak; and one hundred thirteen (113) P.M. peak trips allocated to the Village At Jordan Creek development.
